Dr. Sanjeev Mishra
Dr. Sanjeev Mishra was an ICAS (Indian Civil Accounts Service-1988) officer. He had worked as an officer in the Indian Economic Service (IES,1985) also. Presently, he is a Professor of Practice, in National Institute of Financial Management, Faridabad (www.ajnifm.ac.in).
His last assignment in Government of India was as Principal Chief Controller of Accounts, Central Board of Indirect Taxes & Customs (CBIC), Ministry of Finance where he led the strengthening of web-based accounting and reconciliation portal (ARPIT) for all indirect taxes. While working as the Financial Advisor (FA) of NSG (National Security Guard) and CRPF (Central Reserve Police Force) he had taken initiatives to streamline the financial management systems for improving service delivery to stake-holders by conceptualizing and executing the new financial management system.
Dr. Mishra has considerable national and international experience in PFM (Public Financial Management). In Government of India, he worked in the ministries of Home, Finance, Civil Aviation, Disinvestment, Agriculture, Commerce, Textiles, Fertilizers, Petroleum, Transport, and Health. He worked for IMF as the PFM (Public Financial Management Advisor) in West Africa based in Liberia (2006-07), for UNDP as a Budget Advisor in Ministry of Finance, Islamic Republic of Afghanistan (2006) and for the UN as a Civil Affairs Officer with the United Nations in Kosovo (1999-2002). He had taught Economics in International University of Japan (1996).
Dr. Mishra is a PhD in Economics, MA in International Economics on Asian Development Bank fellowship and holds a PGDM (Post Graduate Diploma in Management) under National Management Programme from MDI, Gurgaon . He is a CIA (Certified Internal Auditor), CGAP (Certified Government Audit Professional), CISA (Certified Information Systems Auditor), CISM (Certified Information Security Manager) and CFE (Certified Fraud Examiner) from institutions abroad.
Initiatives and achievements: development of PPP (Public Private Partnership) projects in the aviation sector for modernization of the international airports at Delhi and Mumbai, development of the new international airports at Hyderabad, and Bangalore, and disinvestment of state enterprises (Ministry of Civil Aviation); empowering ARPIT (the accounting and reconciliation portal for indirect taxes) to report on collection of all indirect taxes (GST, Customs, Union Excise Duties etc.) on real time basis (www.arpit.gov.in) in CBIC (Central Board of Indirect Taxes & Customs) Department of Revenue, Ministry of Finance; conception and execution of the New Financial Management System in CRPF (Central Reserve Police Force- crpf.gov.in) to improve service delivery and enhance stakeholders’ satisfaction. CRPF, the Central Reserve Police Force-, Ministry of Home Affairs (CRPF is one of the largest para-military forces of the world); operationalisation of new treasury units (NATGRID- National Intelligence Grid: www.nationalgrid.com, LPAI- Land Port Authority of India: http://lpai.gov.in, NDRF- National Disaster Response Force: www.ndrf.gov.in); extending the computerisation of accounts (COMPACT) to Delhi Police, BSF (Border Security Force) and CRPF (Central Reserve Police Force); implementing the real-time MIS (Management Information System) through web-based accounting information system (e-lekha) in Pay and Accounts Offices; realignment of budgetary units to ease the financial constraint of security agencies; and modernization of the internal audit organization in MHA (Ministry of Home Affairs, Government of India).
Dr. Mishra has authored several books, papers and articles on contemporary issues.
